Put a coat of Kilz primmer on first. That will save you lots of work & make your paint job look so much better. Personally I would use a brush…maybe two thin coats. Others may suggest spray painting. Either way do a couple of thin coats so you won’t get ‘drips.
Good luck.
The other answers covered pretty much everything. Make sure they are clean, and scuff sand them if they are glossy.
Use cardboard as a spray sheild/backing. Use aerosol oil based primer to seal them. Then spray a couple of thin coats of paint. Definately get one of the “gimmick” snap on spray can holders, it makes it a lot easier. You need to use a water-based aerosol though if you want them to hold up. The alkyd resin in a lot oil-based paint will chalk and fade in the sunlight pretty quick.
They will look better longer if you get higher quality latex paint and brush it on. That is a lot more work though.
You would have to rough them up with sandpaper if they are shiny. Then I would spray paint them. Put cardboard or plastic up on an outside wall and lean the shutters up against it. Then spray away. Hold the spray can about 18″ away from them when spraying to prevent any paint from running. You could have a sponge paint brush to smooth any drips if need be. You can use acrylic or oil base but I would use acrylic myself. Here’s to nice looking shutters.
Spray paint for sure. I’ve done them both ways and the brushing takes forever and you’re liable to end up with carpal tunnel syndrome from it. If you’re going to be using a spray can, then buy the trigger attachment with lets you pull a trigger to spray instead of pushing down on that little button. Your fingers get tired of it pretty danged quick. Also clean the shutters before painting and use a good primer before applying the finish paint.
